Summary
PROVING that cuts to essential services are not a new worry, the lead story in The Citizen on September 10, 1991, featured the chief Constable of Gloucestershire Constabulary warning of the dangers of proposed cuts to the budget of the police force in the county. He warned county councillors that if they sanctioned cuts there would be fewer police officers to combat crime.
